About the evaluation

We contracted Litmus in 2023 to complete a formative and summative evaluation of the HAP. In preparing the report, Litmus conducted scoping interviews and interviews with key stakeholders from government agencies, sector representatives and service and housing providers, reviewed relevant documents, and held workshops to inform future homelessness work.  

The report concludes that the HAP delivered on its intent against immediate actions and targets and creating a foundation and insights for future work, but that more work is needed. 

The report is an independent evaluation. The findings and conclusions expressed in the report are those of the authors and Litmus. They don’t reflect the views of Te Tūāpapa Kura Kāinga – Ministry of Housing and Urban Development.

About the Homelessness Action Plan 

The Aotearoa New Zealand Homelessness Action Plan (HAP) published in February 2020 focused on improving housing and wellbeing outcomes of individuals, families and whānau who are at risk of or experiencing homelessness.  

The HAP was underpinned by six guiding principles and structured by four action areas (prevention, supply, support and system enablers) comprised of immediate and longer-term actions. The HAP was implemented between 2020 and 2023.
